  • One of the largest solar plants in Texas is now complete, adding about 18 megawatts of solar capacity to the state’s electric grid, The Texas Tribune reports. While not the largest solar project in Texas, the Barilla project is unique because “its developers – confident that their electricity can compete on the open market – have forged ahead without signing a power purchase agreement, which would guarantee a buyer for their energy.”
  • Fuel Fix examines the future of the electricity bill assistance program for low-income Texans, stating:

    “The Texas Public Utility Commission has requested Legislative authority to spend the remaining $200 million on more discounts during 2016 and 2017. … But it remains unclear whether the Texas Legislature will grant the two-year extension.”

  • Environmental groups are poised to ramp up spending on midterm elections to make climate change part of the conversation, the Washington Post reports. From the article:

    “Environmentalists’ deeper involvement in both state and federal campaigns represents, to a large extent, a recognition that legislation curbing greenhouse gas emissions on a broad scale will remain out of reach for years without a major political shift in Washington and state capitals.”
